Solar energy has seen a tremendous surge in popularity over the years, with more and more homeowners investing in solar panels for their homes. It’s an exciting time for our industry as solar companies are introducing innovative solutions to harness the sun’s power.
Now, something that’s been creating quite a buzz in the news lately revolves around the Community Renewable Energy Act (AB 2316), sponsored by the Coalition for Community Solar Access (CCSA), and supported by a plethora of solar industry big weights. Essentially, AB 2316 was designed to encourage solar energy use by enabling the development of community solar projects. However, a revised proposition from the California Public Utilities Commission (CPUC) stirred up some controversy.
This proposed decision, according to the CPUC, is due to the Net Value Billing Tariff (NVBT) conflicting with federal laws, thus leaving the community solar program’s future in a cloud of uncertainty. The CCSA has, however, firmly stated that this assertion is erroneous. By failing to provide a clear roadmap for a successful community solar program or detailing the methods for accessing external funding for these projects, the CPUC seems to have given the solar community a half-baked solution.
Given the potential of solar arrays for homes, and the urge for decentralizing the energy production process by encouraging community solar, the backlash seems quite justified. Community solar represents a remarkable opportunity to not only leverage the renewable energy potential of our sun but also ensure that it does so equitably.
Just to stress the significance, a recent forecast predicts that the U.S. community solar market is set to grow 118% over the next five years! Imagine the potential if the guidelines and roadmaps are clear and supportive – California could be a leader in establishing a thriving solar market.
