Achieving Equitable Solar Energy Access: Washington State’s Impactful Legislation

Hello everyone, the solar expert blogger is back to delight you with yet another interesting piece about the expansion and benefits of solar power in our community. Today, I am going to be discussing the recently pre-filed bills in Washington state aimed at furthering the reach of community solar to all rate payers.

Remarkably, Washington was the location of the country’s first community solar project. A community solar program is designed to empower all rate payers, even those who don’t own homes or can’t afford to pay upfront for a solar array for their home. Through this program, they subscribe to a solar project and receive credits on their electric bills. Simple, isn’t it?

Sadly, despite this early advantage, the state is currently ranked 31st in solar deployment. But that may change soon, as new legislation, known as the Fair Access to Community Solar Act, is promising to extend the benefits of locally sited solar power to all Washington rate payers.

Such measures can drastically advance solar companies and the overall understanding and adoption of solar power. Solar companies can access both state and federal incentives which is a win-win situation for all stakeholders – enhancing job creation, aiding the economy, and of course, encouraging cleaner energy.

This act comes on the heels of another solar incentive program in the state, passed in April 2022 that expanded the opportunities for low-income residents to access renewable energy. It kick-started a new $100 million incentive program that provides funding for low-income households and service providers to install solar.

The brilliancy of the Fair Access to Community Solar Act lies in its subscriber-friendly provisions. The community solar bill crediting program ensures subscribers receive a proportionate credit on their monthly utility bills. That’s an amazing way to make solar panels for your home more affordable, isn’t it?

The importance of this measure to Washingtonians can’t be overstated. It’s a step towards energy justice, cost reduction, reliability and of course, a brighter future with less dependence on fossil fuel. More importantly, the bill reflects the needs and realities of all rate payers in Washington state, including those in disadvantaged communities, making it equitable and inclusive.

To quote Derek Chernow of CCSA, “The national momentum for community solar continues to build. Getting a comprehensive program bill across the finish line here in Washington will allow the state to reap all the benefits numerous states across the country already see from community solar.”
